NEORSD will cover the entire cost of the North Royalton stormwater management project

NORTH ROYALTON, Ohio – The Northeast Ohio Regional Sewer District is covering the entire cost of a stormwater management project meant to curb street and home flooding in the Pinestream subdivision.

The City of North Royalton has hired SET Inc. in Lowellville, Ohio, for $ 429,551 to perform the work. The project started in mid-February and the expected completion date is May 7.

The funding is coming from NEORSD’s Community Cost-Share Program, which helps pay for local stormwater management projects.

Of the money NEORSD collects from ratepayers for stormwater management projects throughout the district, 25 percent is put aside for local projects. Communities such as North Royalton apply for cost share funds for projects they believe are important.

The Pinestream subdivision is at the southeast corner of State and West Edgerton roads, south of Ohio 82 and Akins Road. The stormwater project is focused on Waterbridge Drive in Pinestream.

According to Justin Haselton, North Royalton’s city engineer, the existing Pinestream stormwater management system consists of storm sewers and a culvert that directs a natural stream through development. The storm sewers, which are connected to homes, empty stormwater into the culvert.

The problem, Hasselton said, is that the system is overwhelmed during heavy rainstorms, causing street flooding and stormwater backup in basements.

In the application for funding, Hasselton said the Pinestream project will provide relief by separating the stormwater sewer system from the culvert. The sewers, instead of emptying into the culvert, will discharge into the East Branch of the Rocky River, which Haselson said runs through Pinestream.

Also, the project will involve building another 500 linear feet or so of storm sewers that will lead to the East Branch of the Rocky River and upsizing about 200 linear feet of existing sewers so that they can handle more stormwater.

Last year, the city won a $ 57,900 NEORSD Cost-Share grant to study the stormwater / flooding problem in Pinestream. The study also cost the city nothing.
